Even within the absolute devastation suffered by Eastern Europe as a result of the German invasion, Minsk has suffered more than most cities. Its once sizable Jewish community has been eradicated, and the remaining population faces immense poverty and oppression.

Far from Riga and still relatively un-Germanized, much of the political power here is held by an increasingly ambitious class of ethnic Belarusian collaborators.
